I know that the add on will only cover Britain and northern Europe, so does this mean there will be more provinces in Scotland, England for example?

Also will raising men now be based on population in a province

Yes, there will be more provinces in the British Isles, its an entirely new map. There is a picture of it on the official website and also on one of the threads in the main section of this forum.
