No he doesnt assasins only get valour after a succesful assasination.

Yes. Sometimes, even more often than spy.

I agree with pdoan8. I placed a couple of spies at some choke points and they got 3-4 stars each for killing enemy assasins. I did not have them kill anyone and they came out with zero valour initially so this is the only way they could have got extra valour.

It depends on how often AI send assasin and spy into your provinces.

I often can train assasin around 12 to 20 years before I can train spy. I usually have 2-3 assasins in each of my province (plus Watch Tower and Border Fort). Some of my assasins often gain up to 3 stars just by catching AI assasins/spies that infiltrate into the provinces.

Yes, assassins do get valour for counterspying in your own provinces. If you have Border Forts, that reduces the chance for them finding/killing enemy agents somewhat.
