Why are some rebel provinces listed as enemies while others are sometimes neutral. Is there any way to get an enemy rebel province to become neutral so you can trade with them?

If they raise against you then they are your enemies. If they rebel against your neighbour, they are neutral.

Rebels build. I've seen it. I once saw a rather interesting developement with that where the Livonians and Lithuanians built citadels. I could also tell that they had been training troops. The rebels in that game almost acted as though they were a seperate faction. They waged aggressive warfare and were trading partners.
I agree with Demon of Light on the rebel provinces advancing and building.
I am currently having great fun with a polish campaign, i have taken Constantinople in my first king's reign and held it, my second king with the French as allies has seen the destruction of the HRE. Yet some rebel provinces to the east survice and flourish have not had time and spare troops to bring them within the GPE (Glorious Polish Empire). http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif

If you got a land border between hostile rebels and your own lands, then there's not much you can do, in any other case, just retreat your ships/ strategic pieces from them so as to lose contact with them. They'll become neutral then and allow trading to resume, provided they have a port there.

Not certain on this but.....
I've noticed that sometimes a rebellion kicks off in more than one province and they are all the same rebels. Each rebel 'clan' has a slightly different shade of colour and the ones with the same colour are allied so if you attack one the others are at war with you too. I've never found a way to make peace with them though.
I've also observed them building improvements and troops although they seldom have enough florins to. Would be interesting if they made a few rebel 'pirate' ships too to keep us on our toes. http://www.totalwar.org/forum/non-cgi/emoticons/wink.gif

So it has to be that mine rebels were of that not too smart type.
I have to say that I have seen them attack other provinces, so they might be active and try to conquer your lands...
