Do you think a perfectly balanced TW is possible?
Here's how it could be done:
First of all you'd have to have only the four basic units types to make it simple. Spears, swords, cav, archers, all with the same number in the unit (60).
Then, in a no morale environment you'd have to perfect the balance and decide by how much each factor would beat one another. For example, A would beat B with 1/2 of its unit left. Then if you add in archery supporting A it would win with 2/3 left. However if supporting B, A would win with only 1/3 left. (Archery +1/6). So technically A vs. A would have the last guys die at the same time. That is why morale would have to be present (discussed later). Also, the degree a unit would win by would be increased by being on a hill. Then, flanking would work much the same way it does now. The fighting ability would be affected by protected/threatened flanks, archers, matchups and hills which are currently affecting morale.
So sample melee stats (attack, defense):
A- 5,5
B- 7,7
C- 1,7 (9,9) vs. B
Therefore, all units should have equal morale so that units would work perfectly according to the system under command by a skilled player. No one unit type would have special morale like cavalry does now. This is so that no one unit type is superior just because of morale. The rout point of a unit would be based on how much is left (e.g. 1/6) so that the rout would be based on deaths which in turn are affected by flanking, hills, matchups, and support, and fighting ability which are now affected by the current morale factors.
All units would be free but a max of 16 units would be allowed so that different ratios of units could be used for some small variety.
