Is this working as it should??
Playing as the Danes I can build longboats with plus 1 valour in Denmark - but when i build them I get 0, 1 or 2 valour there doesnt seem to be any pattern and quite often they are just 0. If I build vikings in Norway (where they get +1 valour) they consistantly start at 1 valour unless on rare occasions they have some V&V.
I've noticed the same thing happening playing as the Almohads (sp?) who can build Dhows with +1 valour in Tunisia.
Is this a bug?
Or do the captains have some unseen V&V that accounts for this random behaviour?

Can anyone clarify this? I'd like to know if ships get valor too. More specifically, does sea captain's stars affect ships stats the same way general stars affect land unit stats?

IIRC, ship's have command ratings, not valor. I've also noticed that prov "bonuses" for ships doesn't seem to do much. A ship captain's command rating is more affected by the command/influence of your ruler. When i've got a high C/I ruler, my ships tend to come out of drydock with 1-3 command, while a low quality ruler produces endless streams of 0 stars, with only an occasional 1 star.
As far as captain's command affecting combat, my guess is it does, but ship combat is general is such a crapshoot that it's hard to tell.
To the best of my recollection, what you observe on ship's captains is indeed a command rating, which is different from valor in the same way that valor and command are different things in land troops. If this is true, however, I nevertheless wouldn't know how to check what valour your ships have.
(edit: does it show up in some text files, such as logfiles?)

I've observed it with land units as well. Not only loyalty is effected by influence, it proves.
