The tech tree says that all I need is an inn but I can not find them even though I have several inns. They are not time dependent either.

You need to build an Inn on your border so that other troops can get to it. Then bring up the build units window and at the bottom you will see a hire mercs button. click on the ones you want and then click the 'hand' button to hand them the cash. If none ever appear, try another province. Once you hire one, word gets out that you are hiring and more show up (to a point).

If you start hiring armys of mercs... you'll be sure to have them standing around. Helpful if you ever get attacked... instant army to raise http://www.totalwar.org/ubb/smile.gif

I think Alan Mercs might be area-specific. I.E. they might only be available in certain parts of the map. I think Russia/Eastern Europe and Southeast of the map can hire them. Not too sure, though.

Is it true that you will not have mercenaries available at an inn if there is a castle in the territory??

No, you will have less mercs available .... the theory is that because of the large fortifications there are more faction troops around and less need for mercs, thus less mercs in pool.

Best options for mercs are Inn ( http://www.totalwar.org/ubb/smile.gif), no fortification (not even forts) and being on a border with an enemy your at war with.

This isnt always a good idea tho (no forts or higher) on your border because it makes it slighty under defended.
