As far as I can see from the Shades unit comparison tool, these units are absolutely identical. The tools says there is a price difference, but Light infantry actually cost 400, which is the same as order.
Am I right and if so, why didnt they even make a slight difference between these units?

Who are these Italian Light Infantry you speak of? I've only see them called Italian Infantry, sans "light". Or are they two different units? It seems I have answered your question with one of my own. http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif

the difference is that the Orderfoot has a Morale bouns of 4, Italian infantry has 0. Also that the base unit strengh for Orderfoot is 145 and Italian infantry is 80. What does that means, I don't know. check out all the posts in the Guild, no one seems understand the real meaning of unit base strenght, even some real expert like LK etc. Might just have to test them out in combat.
Italian light infantry and Italian infantry is the same thing. In the game discription it is called Italian Infantry, but in unit_txt it is coded as Italian light infantry.
i tend to use itallian inf wherever possible as opposed to order foot... ive never had any problems witrh them

Plus in single player you can't really use order foot in any great numbers.

Perhaps the base unit strength is something the AI uses to see how strong a unit is.

I can't speak for MP, but in SP the Order Infantry are only initially available as part of a crusade. they are different from other troop types, which might have been a way to provide some light infantry to those catholic factions that normally wouldn't have access to troop-types like Ital. Infantry, unless they got them as mercs. So what I'm saying is, the probability of having these two troop-types opposite each otehr on the same field of battle is pretty remote (remember, SP only).

I thought that both units had an honour of 2. Is this what u mean by morale bonus?

The TWA's table was perhaps incorrect at a certain point by saying the It.Inf. is cheaper than Ord.Foot by $50. I actually thought there was a difference and posted at the Jousting Field. But it actually costs the same and having identical stats.
In SP, the It.Inf. is different only in its strategic sense: Ord.Foot only available through crusade, It.Inf. is available right from Early for Italy only. That's the advantage of playing Italy in Early era and Italian leader should always try to build these units as fast as possible.
