I read that musks are meant to fire in rain, and the fact that in STW Musks didn't fire was actually a bug.

One the drawback of the arquebus was its was the wet weather (drizzle)not of course a big rain had a weather-proofing the fuse by boiling it in a chemical mixture. You'll notice that the reload time is longer and the accuracy lower on musketts when it's raining. The harder the rain the worse they get.

Since the same penalties apply to archers, guns are powerful anyway, in any weather.
