I read that musks are meant to fire in rain, and the fact that in STW Musks didn't fire was actually a bug.

One the drawback of the arquebus was its was the wet weather (drizzle)not of course a big rain had a weather-proofing the fuse by boiling it in a chemical mixture. And a small box is fitted over the touch hole,allowing the whole operation of firing to take place place under cover. Yes, you can do it!! They did it. http://www.totalwar.org/ubb/smile.gif

You'll notice that the reload time is longer and the accuracy lower on musketts when it's raining. The harder the rain the worse they get.
