I installed VI and was disappointed with laggy battles (the origianl MTW always worked fine for me). This fixed it: I uninstalled the game, plus a bunch of other games that were on my hard drive that I wasn't playing anymore. I ran disk cleanup and disk defragmenter, then I reinstalled MTW and VI. Performance was completely back to normal. If you're having problems with low frame rates, I suggest trying the steps above before worrying about buying new hardware. I was running a 1.5 Ghz PC with 256 MB RAM and an Nvidia GeForce2 MX 400.
The whole experience, however, got me thinking about my graphics card (getting old), so today I went out and bought an ATI All In Wonder 9000 Pro, and now the game really smokes. Suddenly I can run it with all the performance settings maxed out and it's smooth as can be. I was impressed that such a slick card was only $200. (It's loaded with DV and TV tuner features as well--another reason I bought it was for my miniDV camera.)
