I was playing with Byzantine and since polvara was come I can not build more Vrangian guard trops, It is really a pain becouse is my best infantery unit.
I have read some people with the same problem and some that no ... is a bug ? a missed feature ? can I solve it ?

If by polvara you mean gunpowder, then you're probably playing in the Late era, and by default, Varangian Guard are only available in the Early and High periods, due to historical reasons.
You can change this by modifying the file named CRUSADERS_UNIT_PROD11.TXT, which is located in the main game directory.
First, go here:

Download and install the editor software. You could edit the text file in notepad+ or wordpad but the editor is much better. Once you have the editor ready, open the text file mentioned above. Go to line 52, where you should find the entry for Varangian Guard. Then scroll to column number 20, where you should find the following entry: EARLY, HIGH
replace this with: ALL_PERIODS
This should modify the Varangian Guard to be available in all periods of play.

If you have VI it has a unit called Early Varangian Guard.
I have them set to the early period and Varangian Guards for high and late periods.

I am not playing with VI, if Varangian are not available for historical reasons ( as Hoplite said ) then is correct for me.
But I think Byzantine are weak in the last period, since other factions has developed heavy armored trops, byzantines didn't. My cabellery is weak, my infentery (without varangian ) is weak too, I don't have halberdier or similar ...

Yep, that is the problem with the Byzantine faction.
As time goes on your troops become obsolete and you don't get units to replace them with.
While the declining Byzantine Empire may make this accurate, it is tough on players who are buzy restoring the eastern roman empire.
There few things sadder than seeing your wonderful ByzInf, TrebArch, and ByzCav army get chewed up by pikemen, gothic knights, and pavise arbalesters.

Yep as the Byzantines you are essentially fighting the inevitable and that makes it a very challenging campaign later on.
The key is to start early and finish early.
