How high can one set the rebelliousness of the provinces in the startpos files?

Portugal is 4, is that the limit?

You can set it as high as 5

No I have set it as high as 10 and it woked fine - take a look at my INterregnum mod.

I think it mentions in the VI sartpos that they can be anywhere from 0-10.

Really, What does a 10 factor look like? Does the province ever calm down or is it in a constant state of rebellion
