Get those rebels next to you. Next get your troops ready and rush the mercians ASAP. If you don't, they will accumulate full stacks near your borders and exaust you out later on since your provinces are dirt poor.
At least that was the way i won with the welsh. Got to love those welsh bandits http://www.totalwar.org/forum/non-cgi/emoticons/smile.gif

I had a thread a few weeks ago about playing as the Welsh. I attacked the Saxons really early and I had eliminated them and taken over all of their lands by 811. After that, I took the two rebel in Wales and one or two of the eastern british rebel provinces. Next I started working on the Northumbrians. Once I had all that I eliminated the Mercians and then just cleaned up the rest. I didn't even worry about ships for a long time. I allied with the Vikings on the 2nd turn and this helped alot. The only other task to worry about is killing the Irish. Fortunately, the Vikings had kept them penned in and I just had Ireland to conquer for the win.
By the way, if you sit around and turtle, the Mercians or Saxons will crush you in the end. You must be extremely aggressive to win as the Welsh.
I have installed Wes's Medmod 2.02 which makes for a better, albeit, harder game.
Enjoy.
Thanks for the that Mary : )
I've been playing quite cautiously- letting the bigger factions kill each other and picking off the remiains.
I'll double my armies of bowmen and start taking names
