Answer to 2 is 'V'. I'm not sure I understand your first question.
3: Click the arrow-type thing to the right of the mini-map. uncheck 'clean up armies..'.

Ok what I mean in question number 1 is...
You know how whatever general hsa the higest command ratings gains virtues for building up provinces? My King gets them in his province becasue his command rating is the higest, but if I place him inside the castle (garrisen) and have my lower command general guard the province itself will he get the building virtues or my king, I hope thats alittle better.
Ok. Got ya. only the governor will get the building virtues. They will however, contribute to the kings 'magnificent builder' virtues that affect all provinces. OTOH, I'm not sure if the king will gain the basic building virtues if he's in the same stack as the governor.

Yup, governors get those building virtues, no matter how high general there is at province..

Like you said, governors stacked in armies commanded by anyone other than the governor cede their Builder to the commander. If the Duke of Normandy is in Sweden and commands the stack he is in, he gets Builder. If the Duke of Normandy is in Sweden in a stack (important to note that this goes by stacks) commanded by Prince Alexius then Prince Alexius gets the Builder. It would be impossible to isolate whether the King steals it or not as you would never know if he gained Builder through theft or through building that border fort in the Duke of Normandy's province.
A neat trick I discovered is that the heir can steal a provincial Builder stat and have it translate into a Kingdom stat when he becomes King. Prince al Mustali stole the Prince of Antioch's Builder stat in an Egyptian game I had. The V&V listed Builder with the +10 happiness (provincial). When he became Sultan, I expected him to get the double builder you occasionaly saw in Version 1.1. Instead, he started with the Builder +10 happiness in all provinces (kingdom builder). I was happy. (didn't prevent El Cid from rebelling though)
