A new description from totalwar.com:

Quote[/b] ]The Town Senate is an important part of the local administration and law-enforcing process. It is a council of lesser aristocratic bureaucrats, noble-born individuals chosen to be advisors to the local administrator. These Town Senators have no practical authority to enforce local laws, but they will offer wise advice to help administer a large town or city. A Town Senate is made up from individuals who have served many years in government office such as magistrates or quaestors (a lower level magistrate). They are, in effect, a type of peerage and a wise leader will always listen to their informed opinions

Maybe they'll add in something like in Caesar and Emperor and such... advisors you can visit? Maybe even a possibility to let your advisor take care of some aspects? Same as the automated options in Medieval (auto-tax etc.) but nicer looking http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif .

It looks to me like a building that will open the option of other buidlings rather than having much specific use itself
