I did a search, but couldn't find an answer to this. I'm playing on Normal as the English and I just finished running out the French. I remember looking at their armies and seeing that some of their generals had titles while I was taking them out. However, I just looked at all the neighboring HRE provinces and none of them have a governor. Neither does Aragon. The only AI province I can see with a governor is Navarre, which has been claimed by Spain, and Wales - where the Rebel army leader has proclaimed himself Prince.

Oh - the year is currently 1105 - so I guess it's possible that the AI is waiting to get some really good candidates, but that doesn't make much sense to me. Is this somehow affected by me setting "Auto-assign titles" to OFF?

No, it shouldn't matter whether or not you have the auto-title feature enabled. The AI-controlled kingdoms still assign titles/governorships to generals--although as you have noticed, they're inconsistent in doing so. I know in my current Egyptian campaign, the Turks and Almohads have ALL their provincial titles assigned to various commanders.

On the other hand, though, I've noticed in my Byzantine game that my neighbors assign titles only sporadically. In my (admittedly somewhat limited) experience, it seems that certain factions are better than others at assigning titles and making sure their provinces have governors--the Turks, Almohads, and the English all appear to be pretty good about that. Others, however, like the Hungarians, Italians, and (as you noticed, Inigo) the HRE, aren't as competent in that regard.

I don't know if these differences among the various factions were deliberately intended by the programmers, or if it's simply a concidence; but I've noticed it's been a pretty consistent phenomenon for me. Anyway, hope that helps answer your questions

They do assign titles, but do so during the "moving" phase, so in case they got killed etc. during the previous moving phase, they will be unassigned during your turn when you're able to check them out untill you click on "end turn" again.

If a region bestows a command-bonus the AI will only assign a governor with at least one star. If none are available (specially in the start of the game) no governor will be appointed.

You can see this clearly with aragon and denmark. They only get a governor when an "uncle" appears as a regular general.

That's not necessarily true with "minister of state" titles, though--like Lord Chamberlin, Chief Eunuch, etc. Often times those titles will be given to whatever unit commander (not necessarily ARMY STACK commander ) has the highest acumen (thus maximizing that kingdom's economic output).

Take my Egyptian campaign, for instance. I'm currently at war with the Turks, and their Chief Eunuch is a relatively lowly commander of a single archer unit within a larger army stack--simply because he has an acumen rating of 7 (he also is a governor for one of the Turks' provinces). The AI seems to grant titles to commanders based primarily on acumen, with dread as a secondary consideration.

You're right. The acumen-boosting titles will be given to the governor in charge of your richest region (I think). That means that you loose the 1-star benefit of the chancellery if you don't assign it manually.

But yeah, acumen is definitely the biggest factor when determining provincial governors. If the AI can find someone with both good acumen AND dread ratings, it usually seems to pick them over someone with just a good acumen rating.

Saying that, Acumen is the biggest thing I look at when selecting governors... I must have guys with at least a level 4 acumen rating for each province.

So I guess the AI is a bit like us when selecting its governors (but perhaps its a little more critical over exactly who is a good candidate, than we are)

Oh, absolutely. I actually look for unit commanders with an acumen of 5 or higher if I can help it. And if they have a decent dread rating (say, around 5-7), all the better.
