In the army review panel, I have a few units with a little flag hanging down showing a scroll with a red ribbon around it. Can anybody tell me what that means? I know a bag of money=mercenaries and a star and number=general, but what of the rolled-up parchment?

Those are generals that have been given charges (governor, vizier, chambellan, ...).
The royal family members themselves have some silver sword, the King has golden sword ...
