Can you make GA's? [Archive]

Even though it's fun to play with teh Golden Horde for a change, you can never win with GA mode (which I prefer instead of the totally unrealistic conquer the world mode). So even though these minors can be made playable, I actually avoid them, since I won't be able to win with the GA mode.

Thus my question is: Is it possible to give factions like the golden horde their own Homelands and conquest GA's? If so how would one do it?
