I want to make a mod, a single faction mod, that adds a new faction to the game. I want the faction to be Austria. I don't want to have the Austrians have any new units, but I want to know how to make a new faction. If anyone could tell me how to make shields, and stuff like that, then please explain to me in detail Thanks very much
