I have comcast.net cable service, and I can host STW games. The thing that stops hosting most of the time is a firewall. You usually have to turn any software firewall off, and bypass any hardware firewall in order to host. This is because your ip address has to be visible to other players when you host. The same is true if you use the fakeserver program. That program works and substitutes for the EA server. You can still host or join games on the machine that's running fakeserver.

Usually the person who hosts the game has the game running the smoothest. This has been my experience with various games.
