I have a list of the factions of Medieval: Total War from PC Gamer, and 'Germany' as such is not listed...probably most of it is part of the HRE and the the rest of the small states are probably independent small non-playable factions, I bet.

Returning on the poll, which is now a week away from being updated again, here are the current results of it's mid-life:
1st : Holy Roman Empire = 19%
2nd : England = 17%
3rd : Norsemen and Islamic Almohad = 14%
