Female circumcision has been a human rights issue for awhile. A couple of years ago a woman, I think from Senegal, had a rough time of it getting asylum here in the US because she feared circumcision. Apparently the problem with getting rid of it is that circumcision is practiced primarily in rural areas and is seen as a traditional custom. Therefore the rural authorities don't mess with it, because by and large they probably support it, and there is not enough infrastructure for the central government to effectively combat it. All in all a very sad situation.
