Yes arqubusiers cannot fire in the rain, muskets can but are less efficient, as indeed are all of the ranged units.
Konnichiwa,
And Japanese being able to fire in 'rain' with muskets (no they are not flintlock ones, but still matchlocks) is authentic.
The later Japanese arquebus was better than the Portugese imports.
Some improvements:
-impregnated fuses, stored in a sack so they could fire in 'rain'.
-standard boresizes, unlike the European counterparts. Resulting in larger ammosupplies and easier logistics. I guess it would even speed up loading in some cases as you won't have to make the bullet fit.
-'cartridges'.
It was possible to fire every 30 seconds, which is quite fast.

Fascinating, Tosa. I didn't know that. Thanks for the info.

The problem is that when the europeans came back, they had the gatling http://www.totalwar.org/forum/non-cgi/emoticons/pat.gif
Konnichiwa,
True, Japan was at 'peace' and 'isolated' while other countries saw many (international) conflicts. No need to develop better weapons.
Many post-Sengoku swords were made for 'display', practical quality was just a second concern, if at all.
