I am sure this has been asked before, but my search didn't turn up anything.

Is it possible to add Glorious Achievements to the People of Novgorod? If the Russians get them in High/Late, can they be copied to Early?

OK there are bad news and good news you can add ga BUt only for homelandsWhich are in the regowner file in the man MTW root file the thread that explains more things:
