I very much liked this aspect of M:TW, as sometimes I wanted to start from scratch and other times I wanted to begin w/ some level of development.
Have the devs. commented on this issue?

good question I think you should in a good game be able to play early era as maybe the rise of the egyptions and things like that 700bc etc but then I geusse it wouldnt be rome total war it would be classical age total war
According to the FAQ the games covers about 250 years, so it would be somewhat shorter than MTW. But splitting it in two or three periods still makes sense IMHO - I'd hate if I always had to start with the Punic wars.

well i'll probably play RTW mostly in the timeframe when marius reformed the legions,this is when the legionnares became literally invincble

Aren't RTW turns one season like Shogun, instead of 1 year like RTW? If so I'm sure the campaign will have options for various starting years(periods). There may not be such a profound impact between each "periods" like in MTW, where suddenly you get the option to build a crapload of new units and buildings http://www.totalwar.org/forum/non-cgi/emoticons/smile.gif .

It would be surpricing if they didn't have 'periods' it's been in the game since MI.

Dry season and wet season? Whats wrong with winter and summer? :/
