I need some help

I've modded so you don't need a Grand Mosque to build Military Academy. I'm playing as the turks so it's very annyoing to only be able to train JHI in one province.

The problem is that when I've built both Master Spearmaker and Military Academy I can't build them. What's the problem?

Don't the JHI require a master armorer as well?

In the Unit prod file it says: "SPEARMAKER4, MILITARY_ACADEMY" so I don't think so.

Is it the High or Late period?
