questions on AI unit choices

OK, there are two fields in the crusader unit production file that determine which units occur in the game. These are called 'rebelling troop mixes this unit can belong to' and 'unit choices(AI)'.

Exemples of both values are (for ballista):

Now how does this work? Is it the lower the value, the lower the chance of appearing? Are these values restricted to certain numbers? And what with negative values (they sometimes appear in the rebel troop mixes, not in the unit choices)

When the game is to put together a rebel army, a crusade, a loyalist attack etc. it uses the numbers to make a list of units to choose from. A negative number is not really a negative number, but rather think of it as a dash followed by the number. This dash means this unit WILL be put on the list, while a number without the dash is a unit that MAY be put on the list. I seem to remember that which units that are eventually selected also depends on some other variables, like their price.
