I know that I can edit existing agent units in GnomeEditor, but is it possible to make new ones? Also I've been wondering whether it's possible to change their functions (eg. make a bishop able to bribe just like an emissary can)?
I would very much appreciate any answers.

Yes, it is possible to create new Agents and it is indeed possible to make them act the way you want.
In column 2 of the Gnome Editor you will see Agents have a certain class (ASSASSIN, EMISSARY etc) and this defines their ability.
I could, for example, make a Papal Legate using the pictures and everything for a Bishop and then I could define him as an EMISSARY for example, meaning his presence would both boost the populations religious percentages and allow him to make Alliances etc.
Hopefully that was not too muddled for you to understand, investigate into column 2 in the Gnome Editor if my help was a little bit hard to understand (I know at times I don't make sense).
One final note is that you will need to make new files in other folders also for them to work
campmap-You need to give them Review Panel, Info_Pic files as usual, but also you need to make sure you make a file showing what peice they use on the map (peices/agents i believe)
Loc-Basically the same as adding units.

This is what I need. I know about that other files you've mentioned, I just didn't know whether agents' actions are hardcoded or not. But as you kindly explained, they're not. http://www.totalwar.org/forum/non-cgi/emoticons/bigthumb.gif
