I was wondering if any of you had strategies for building Cogs and, Carracks?
It seems like like no matter what I do I can't build them until after the 1350s and, by then they become pretty useless.
Does my admiralty have to be in the same place as my shipbuilder before I can build a shipbuilders guild?

Your Admiralty has to be in a province that has a dock, but doesn't give shipbuilding bonuses. As for strategies regarding cogs and carracks, they are indeed useless by the time you can build them. You should be in firm control of the seas by then, and if not those carracks will help you. Quantity will eventually overcome quality so keep building enough ships to run everyone else down to the bottom of the ocean.

Very good tip.
For trade domination and for blockades the best strategy is always quantity.
The single most important factor after that is Admiral rating. But this last one is only a factor of experience = many sea battles.

So if Im getting this right I can build my admiralty in just about every province except one that gives a shipbuilding bonus. I built an admiralty in Wessex and, was still able to build a master shipbuilder and, produce Cogs(Wessex gives +1 valour to Cogs)
I also noticed that Islamic factions can build Dhows(?) (with just a dock yard) capable of sailing in Deep Seas and, moving more just one sea region at the time but, they rarely use it.

Hmm, you're right, I was being vague.
1. You can build your Admiralty in any of your provinces that also has a Dock.
2. The Admiralty gives a title (and bonus) to a land unit, in the same way as chancellor or chamberlain titles are given, but does not affect your ships in any way.

I'm not sure if you talked about Mercian billmen in your post, but they kick ass I love getting the master spearmaker, and producing relatively cheap, dominating troops with starting 2 valour
