I am not sure if you know it, but the game isn't out yet. You can find some preview stuff in the boards of the official site, totalwar.com.
Graphics will take a huge step forwards (soldiers will be 3D models, not sprites like in MTW). Also armies will have pin-point positions and the campaign scenario will be much more detailed than it was on MTW, at least according to the developers (there are no screenshots of the campaign map as far as I know).
I am afraid that the system requirements will be much higher and my outdated GF4 mx440 won't be enough for it.

I'm sure I've read somewhere (at totalwar.com I think) that CA claimed RTW will have even lower requirements than MTW/VI. Whether this is true, we will certainly see after RTW is released.

Wow http://www.totalwar.org/forum/non-cgi/emoticons/eek.gif
Then I must praise the devs for it 3D models aren't exactly cheap in computational cost, they must have a really efficient 3D engine.
I mean, if battles will feature hundreds (or even thousands) of 3D modeled soldiers, there's a huge computational cost in there.
I dont know about lower requirements but its supposed to run fine on a Pentium 3 1Ghz with a GeForce 2 Pro, a system that would set you back £500 including monitor _tops_ and is about 2 years out of date so i wouldnt worry http://www.totalwar.org/forum/non-cgi/emoticons/wink.gif
