Depends on your difficulty level and how aggressive you are.
My last finished campaign was with Hojo at normal. For the entire game I managed to have puntive (125%) taxes and nobody rebelled.
Now I'm playing Shimazu at hard and I need to continually monitor loyalty to prevent uprisings.
This is because the Hojo have a nice, rich starting position. They can immediatly start develloping, expanding (except perhaps in the direction of the Uesugi) will only expose them. So they can stick to their "home"-provinces and build up large armies.
Shimazu have a very poor (money-wise) starting territory. They need to muster forces quickly to despatch the Imagawa, and lack money and infrastructure (and money for infrastructure) to post garrisons / shinobi everywhere. So their provinces are more likely to rebel and they have to expand into new provinces which are always rebellious, unless you have a large army (which the Shimazu can't afford).
Trick: the only point at which taxes matter money-wise is in autumn. So you can set them at low the entire year, and only risk some loyality at autumn. Some consider this cheating, however.
