It is 1180, I am the Germans and control 60% of Europe. The French were eliminated in 1175. The French have suddenly reappeared without warning in two provinces with seven technically advanced armies totalling 9000 men. Neither province has the buildings to support the level of technology nor have the income to support these armies. The reappearance of a defeated faction should be less dramatic - the buildup of their army should be spread over a longer period of time with less technical advancement.

Can I mod the game to decrease the size of the army(s) that reappears, but increase the annual probability that it will reappear.

What was the provincial loyalty/happiness ?

You really don't want to mod to stop stronger factions re-appearing. This is part of the fun.

I'd like to know more of this too. While I suppose some may find rebellions/re-emergences fun, I think they're outrageously overdone.

Is it possible to decrease AI unit numbers and increase unit quality..?

Although I never have tried anything like this, I would have to say theres no edit that can be made to the AI's re-emerging Factions.
The conditions for re-emerging are more than likely randomly generated, so theres no way to control it, that I know of.
If someone out there knows about this more or has done something in this area please let us know. Thanks...LOS
