I am Spanish in VI MedMod, and it appears that for some reason the bell foundry is an exclusive building Does this mean that cogs, etc. are only buildable in the one place in which it is built Say it isn't so

As Smok said the info is in the readme. From memory, only the ship buildings are required to build ships in MedMod. The foundries I believe are exclusive unless you capture one intact. I keep all the info for MedMod on my desktop and check it out as I go to make sure I'm not barking up the wrong tech tree. This comes in handy when your trying to build the infrastructure for high era units in early for example, because clicking on the structure won't tell you anything about future unit production capabilities.
