Quick Gnome Editor Question

Sorry folks, this has probably been asked and answered, but I can't find it anywhere. Will the Gnome editor allow me to do change the construction time required for buildings? I only ask because the queue is over an hour right now to download the editor, and I don't want to wait that long to find out it won't do what I want anyway.

No need to wait at all, top left corner of your screen under your name, you see it says:
Your control panel,chat, files
click on files then tools, then look for
Gnome unitbuildproj2.0 file no waiting no fuss...LOS
