The tactical land battles in MTW and in RTW look a lot like animated wargames with miniatures, which people have played for decades.

Well, there are miniatures rules for naval battles, too. There really is no excuse for the absurdly over-simplified naval battle system in MTW. Will RTW be any better? Will we have galleys on a tactical screen?

Unfortunately no. In the official FAQ the developers state:

Quote[/b] ]Naval combat is abstracted in Rome: Total War. We've chosen to concentrate on the land battles of the period and make those as insanely great as possible. However, naval units do exist and can be used to convoy troops across stretches of water.

If you want to see all the pro- and contra arguments for 3D naval battles, you can look in this old thread by Voigtkampf: Naval battles in RTW, How do you want them? (http://www.totalwar.org/cgi-bin/forum/ikonboard.cgi?act=ST;f=19;t=13396;hl=naval).
