Does this happen automatically? because I thought it had to come from a 'higher power'

The Entrance Hall moderators got together and decided that you were indeed a jolly good fellow and that nobody could deny it. Site Admin Tosa put the promotion into effect.

The process is pretty much automatic. Generally, the moderators in Entrance Hall determine you aren't an ass after viewing a certain amount of posts(the number varies based on whether they notice you and what they think of you). Every so often, they shuttle off the list to Tosa Inu and he expands the privileges corresponding to the user names he was given. After a few weeks, you get another expansion in privileges after everyone has determined that you can play nice with others.

Basically, as long as you can avoid pissing people off or doing something annoying like being a grammer cop, everyone who continues posting gets promoted.
