Assuming that infrastructure development is unavailable, I'd probably go with high quality troops. You can stretch them out longer if you use them well (although cheap units could be used to build a sheer intimidation factor if you already have large armies). The only situation I end up with low florins is temporary economic disturbances anyway, so I tend to use the period to liquidate the old stuff and modernize. I tend to keep around large armies that aren't doing very much (unless I'm playing to win, but usually I just roleplay in GA mode) so letting them take some losses in whatever defensive storms I have going on tends to make me stronger in the end.

High-quality troops. They're just better. 1 unit of, say, Halberdiers can cream 250 peasants (the equvalent number of florins)

I've only recently started playing (1 month) and even more recently started figuring out what I'm doing and why I'm doing it. I like to play as the Italians. Why? Because the Poles kept getting me killed Seriously, one good thing about the Italians is you've always got a host of people to go attack, plenty of neutral parties.... When I REALLY get down on Florins, w/ no hope in sight, I go look for the heir (usually) or monarch (feeling really ambitious) of a neutral faction. Even if they're Catholic, I can fight to capture my target and ransom him back for a hefty sum. Now mind you, I play on Normal, don't know if it would work on higher difficulty, but this does typically generate a couple of K.

The only time I was nearing negatives in the campaign (KekvitMod 2.3) was when I was playing the Swiss and didnt wanna attack the HRE, or playing the Irish when I realised I didnt give them farms at the very start.
I voted for the slash-and-burn policy. I can always rebuild unit producing structures later, once I have income

I would attack ... and pillage, with crack hit troops.
build a ship to increase my trade

Depends. So, GAH http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif

I voted GAH because whenever I am near broke I disband useless units (peasant garrisons, mercs) and attack the nearest enemy for raiding money.

Whenever I find myself low on cash it is time to throw the largest force I can find into a neighbors province, conquer it to gain some coin, ransom back the prisoners, and burn it to the ground.
The game isn't called Total War for nothin' http://www.totalwar.org/forum/non-cgi/emoticons/tongue.gif
If I'm not making any money I will save what I have as reserves. I'll then be agressive in war and thus either gain some loot and more income generating land or lose troops and thus save on support costs.
I tend to use the money for the actual needs. If there are a few remaining on the bottom of my treasury, than I'll save them for the next turn. You never know when you'll them.
Btw, stop the gah option, I can't stop going for it on every ocasion http://www.totalwar.org/forum/non-cgi/emoticons/gc-2thumbsup.gif

I think buiding some agricultural and/or trading buildings is a good ideer. If not, a small army with the best units is good. 4/1 battles are cool http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif

GAH
It all depends on the situation really. Usually, I'd say a mix of spend it on infra-structure so I have more money in future, disbanding useless units and launching an invasion to thin my numbers and gain more money...

Attack. Even if you lose you have fewer mouths to feed and a weaker neighbor....unless you trade with them then its time to stop at a payday loan company on the way home.

I would go half and half on those troops. You will be surprised on how 6 units of militia, plus 3 units of royal knights, and 3 more units of any good infantry can do http://www.totalwar.org/forum/non-cgi/emoticons/gc-speechless.gif
if i'm low on cash, i will start looking for defenseless counties, (200 soldiers or less), raid it, and burn every building, then retreat. I will also built some farms, and if possible, build a couple of the cheapest, fastest ships. http://www.totalwar.org/forum/non-cgi/emoticons/cheers.gif http://www.totalwar.org/forum/non-cgi/emoticons/cheers.gif http://www.totalwar.org/forum/non-cgi/emoticons/cheers.gif

If one wants a beat the budget scenario, try playing the Horde soon as they come on in 1230. (space -ian command line code) Actually have to start in 1231, 'cause you can't get control until then. They will generally start with about 60,000 florins or so, depending on how many troops they come in with. That is quickly consumed in 5 or 6 turns. Even if you attack, attack, attack, the provinces you acquire are mostly poor, few upgrades, no trade (you ain't got a single boat) You can't build anything, spies, troops, watch towers. And, believe me, the entire civilized world hates the Mongols. Tough. Really tough. If someone can figure out how to win that scenario, let me know. http://www.totalwar.org/forum/non-cgi/emoticons/gc-stunned.gif

attack definitely, loose hungry mouths and maybe gain a province. And recruit cheap troops, hopefully you can then jack up the taxes withot revolts. oh and icecream, very good for morale
buy high quality - yet expensive - troops.

http://www.totalwar.org/forum/non-cgi/emoticons/wave.gif Welcome to the Org BrianBoru of Massachuessetts. You have strange greeting customs in your land, none-the-less I will also greet you according to your traditions. http://www.totalwar.org/forum/non-cgi/emoticons/gc-wall.gif
http://www.totalwar.org/forum/non-cgi/emoticons/gc-stars.gif Your traditional greeting is much more painful than ours. I hope this tradition is followed by a partaking of aspirin ceremony. http://www.totalwar.org/forum/non-cgi/emoticons/wink.gif
