I may just be telling you all something you already know but I havn't found it mentioned on any other board.
If you find the text files Early High Late in the Total War program file then by scrolling down you will find a section where all the factions are listed along with either MAJOR or MINOR next to them. Well if you change all the MINOR to MAJOR then the faction is instantly playable in campaign and custom. I havn't explained it very well since I may just be going over old ground but I read another post where someone was complaining about using the Golden Horde with a buggy mod. http://www.totalwar.org/forum/non-cgi/emoticons/bigthumb.gif

Your information has come up from time to time, but since new people are arriving all the time, it doesn't hurt to repeat it for them. Modding has become a popular hobby.

If you follow Emperor of Rome's advice then you won't be able to MP as it will change your campaign files.
But it is actually not that easy. Yes it may work, but it will surely crash when you won the game and perhaps even during play. There are more files needed to do this without problems. And before you know it you have a complete new mod.

This is my experince too. Unless a faction is playable in the original game, or in one of the mods I´m playing, I don´t just change the text files since it´s not full proof.

but as t's been pointed out above you will no longer be able to play Multiplayer, as you will have modified your files.
So this is only for SP I'm affraid.

Try making an additional MTW icon and adding the (space -ian code). That leaves the original unchanged by accessing the original icon, but enables you to access the variables available with ian, if you want. You don't change any files, and you don't need a mod. Makes all factions playable, plus some other interesting gimmicks if you choose to use them. If you want to play MP or the standard game, just use the old icon. This code was obviously inserted for testing during development.
