This brings up a question that I've been dying to ask. I've heard that you make mods to make the Papacy a playable faction, but what's the point of that unless you can actually act like the Pope. What would the rules be for a real Papacy faction?

The Pope should be allowed to excommunicate anyone but the victory conditions for the Papacy need to be customized so that the excommunication will be used judiciously. The best way to control this is to forbid the Papacy from invading other provinces or building navies. Then the Pope would not be a warlord, but a statesman. The Pope wins or loses based on his own goals, not a simplistic Domination or GA victory.

The victory conditions for the Papacy would be based on:

1. Catholic control of the Holy Lands
2. Percentage of Catholics in each province
3. Revenue from Crusades

Since the Pope wouldn't be allowed to have armies, he would be allowed to have spies, emissaries, bishops, inquisitors, and cardinals. In fact all Catholic religious agents would be controlled by the Pope regardless of who produced them according to following rules:

1. Any faction allied with the Papacy would control the religious agents they produced.

2. Any Catholic faction at war with the Papacy would lose control of their religious agents to the Papacy.

3. Any Catholic faction neutral with the Papacy would lose control of their religious agents, but would still be able to see the provinces that they are located in.

Excommunication could not happen to a faction unless they were at war with another Catholic faction, but is still optional. The Pope will have to weigh whether or not excommunication will help or hinder him towards his own victory conditions.

The Papacy would be allowed to build military units, but only for self-defense, and cannot build ships. So it would be vital for the Papacy to see that he has allies that will defend the Papacy against non-Catholic armies.

Catholic factions will not be allowed to attack the Papacy, unless all of their provinces are less than 50 percent Catholic and the faction leader is low piety. This will force the Pope to actively ensure that percentage of Catholics in a province remain high.

I know that none of this will ever happen in MTW, but I can always dream...

i like pope because the enemy cant retake their lands without being excomulgated, but pope has a hard start, he growns slowly because he is closed by sicilians, italy and germany

I don't know about that. His lands maybe small but in early at start, his troops outnumber both Italians and Sicilians for the first few years.
Plus, it's of better quality as he has a castle in Rome with an armorer.
