I've been playing Shogun: Total War for a while now (thats not saying im very good though). and i was wondering it takes a while to get heavy calvary, and is it worth that time to get them? Or should i focas on getting stronger ground units? Should i try to get the units or build palaces and swordsmiths?

In moderation they are useful, but recruiting many is pointless unless you are Takeda, concentrate on your projectile units (Archer, Muskateers) and Yari Sam's as well as either Warrior monks or No-Dachi

Here's a pointed, position both your projectile units and your cav on top of a hill, send your other units down to fight, if they get beaten wait for you foe to climb the hill, then charge them with your cav.

Heavy Calvary are most definitly worth it. Just don't waste them in wedge formation or charging spears.
They are essentially mobile Naginata Infantry use there mobility and high defence to your advantage.
So use them to slow down flanking units so your archers can shoot the enemy to pieces. Also use them to mop up enemy.
One on one they should beat anything. But against spears I prefer Naginata Calvary as they will inflict casualties as fast as they take them.
Of course you can always play custom battles and see how they go.
Oh and the Daimyo's Hatamoto are honour 0 to ~5 Heavy Calvary depending on what clan you are (Oda is zero and I think Shim are 2 or 4, Mori 5 by memory... have to use the logfiles to be sure).

In SP, HC with armor/weapons/morale upgrades will smash any opposition with ease. They put the "No" in "No-Dachis".

Some time ago I had a multiplayer army with 4 HC in it. I put them at the flanks, and well they won me 2 of 3 battles.
Or from the time when everyone used 4 Super Ashis and tons of spears (I know many do that right now, but I talk about the time where even "vets" and honourable guys used them all the time). Well there I put 3 HC at H0 in the center of my army, right behind my ranged units. Nearly no one dared to charge and on the flanks I had my own Ashis and ND ready.
-> HC rule, they make the enemy think twice of attacking, they beat everything except spears and they are just my favourite unit except perhaps my loved ND.

Against the right stuff concrete blocks are harder to shift than hc

Is it better to sit and defend on hf or to use the charge bonus of hc? Until I saw the unit stats I assumed the latter but nowadays I'm not sure if it's worth charging down those hills.

Heavy cav in single player just arent worth it you can win any battle with 4 guns 4 yari sam and the rest nag cav, Although when chasing routed troops my nag cav seem to get alot of losses??? BIZZARO!
