Camapign map TGAs

I see there are 2 TGAs for the Campaign map, one high res and one low res. My question is: How does the game determine which of the 2 files it uses?

In Options/Display -IIRC-, when you choose the campmap resolution as 800x600 or 1024x764, the game uses the low and high resolution textures accordingly.
