I wonder what it really does. Is it a training ground for governors and generals, or does it make the local governor a better general and governor?

I'm pretty certain it will upgrade Acumen and Command, but perhaps also lower Loyalty? And there might be other stats we don't know yet.

There is a reason why restrictive rulers often crack hard down on students.
