Question for CA

Will the fact that the Romans could raise a full army from scratch in a very short time be shown in the game?

IIRC (somebody correct me if i'm wrong) CA has stated that Rome has some of the best infantry in it's legions, but as a counter to that they take slightly longer to raise. The Romans can't create their units as fast as say, the Gauls, because they Focus on discipline while the barbarians will focus on strength in numbers.
