Crusade Ability

I couldn't find how to do this small mod, so I'll ask. How can I make it possible for all Catholic factions to build Chapter Houses and launch Crusades?

You have to mod Chapter House's availability in buildsprod file (I'd recommend using GnomeEditor to do that).
