I have MTW/VI, and I note you can only start a Russian empire from the High period. Are there any mods out there to enable playing from Early?

You can quite easily edit early.txt under startpos in campmap in your medieval total war directory. You can make the people of novgorod (as good as Russian) playable by changing
SetActiveFaction:: FN_NOVGOROD FT_MINOR
to
SetActiveFaction:: FN_NOVGOROD FT_MAJOR
Add to that, the Novgorod doesn't have any office titles, so buildings such as Cathedral, Marshall Palace, ... won't give any title. If you want to change that, just scroll down to the AddOffice part, change FN_RUSSIAN to FN_NOVGOROD. Or just copy and paste the Russian part then rename them to Novgorod.
Remember to backup your original first.

Also check out the Dungeon for VikingHorde's mod that deals with the numerous white spots on the eastern side of the map. I believe he has the Cumans, the Bulgarians, the Volga-Bulgarians, the Kievans, and the Khazars as seperate states.

Blind King of Bohemia's mod has the People of Novgorod and the Kievans. Worth checking out. It is a hefty 183MB though so put the kettle on while you wait http://www.totalwar.org/forum/non-cgi/emoticons/bigthumb.gif .
