I've been playing some SP campaigns on the most recent version of MTW/VI and have noticed that sometimes when a faction "comes back," it sometimes arrives with a small navy, too (perhaps if one of the provinces has shoreline.)
Anyone else notice?
On one campaign, I went out of my way to leave waterfront provinces in the hands of rebels, but destroyed all ship building capabilities in every territory but my own, and sure enough, the Polish and Italians arrive on the same turn, and the next turn there are boats in the water.

nope, never seen that. I don't get that many reemergences, either, but so far never seen 'em come back with navy.
never seen navies either.
I like to eliminate a faction using covert ops just to get rid of its navy (Italians, etc.)
Sometimes ships left over reconvert to the original province, whether it is the faction before, or a new faction.
Seen that before. thats why I tend to nail all the ships of any faction i take out.

I have never seen that... Sounds like a bug.
In my English campaign I had a crack force of Spanish Grand Inquisitors (I didn't expect the Spanish inquisition)
Those guys burned their way through the Italians who were by this time getting a bit troublesome (they had Taken Constantinople and were living the high life in Greece and Asia Minor, their fleet was large and trying to sink and blockade my ships).
Anyway within a few years all of their Kings are burned as Heretics and their royal line comes crashing to an end, all their ships vanish.
When they Emerged again 15 years later in Greece (The Mongols took Constantinople and their other Asia Minor Holdings in that time) they didn't have a fleet and remained stranded there between the Hungarians and the Horde.
@fenir, ships never get left over from a dead faction. they always die.
however, if the rebels built ships and later pledge their allegiance to the resurrected faction, the ships would be their's.
that is the only way I see how it could work out.

Yes, a ship's factions disappear when then faction is destroyed.
And while I've seen rebel ships and rebel agents (spies, etc.) when I play as the Rebels, this ability is not available - I can build the structures, but not the assigned ships or agents.
Hmmmmm...
yep. I don't know.
I've see plenty of rebels build ships but I couldn't build any when I played as them either.

I've also had reemergences of factions on an island, but they never had or built ships. Might have been because they were bankrupt from turn 1 because of all that army. But they never ever had a ship upon reemerging.
yep. I think the only possibility is that of the rebels building ships and then pledging allegiance to the resurged faction but it's a rare sight indeed.
