Well the closest I came to was playing as the Danes with the all map cheat on. There was a Catholic rebellion in the English province of Scotland due to an Ex-Communication so I click on it and notice the leader is William Walays - Walays meaning Wallace in Medieval times. I wanted to face the Scots myself on Campaign so I tried to get it back up. No success.
Does anyone know how to get them to rebel?
You're having problems getting the Scots to rebel? That's a new one. Usually its the other way around. Do you mean getting a rebellion led by Walays in Scotland? I think that can only occur during a certain time period-- 1290's or so, when the rebel William Walays hero can appear. So when that date rolls around (other people might know it more exactly), set the Scottish tax up to Very High, take out all of your military units, and if necessary remove the governor and destroy any loyalty-boosting buildings like Town Watch or Church.
Sometimes provinces just won't rebel-- this can happen when your empire and military is massive and your king is sitting in a coastal region from which he can go to any other coastal region (including Scotland) in one turn. Cutting the king off from a province causes a massive loyalty hit (which seems to be bigger the bigger your empire, from my personal experience)-- I've had places go from 200% to 0% when this happens. However, this is difficult to do with Scotland unless you also cut off the rest of England I suppose the easiest way to face Walays in a rebellion is to capture Scotland a little before 1290 and then pull out all your units, etc. before they develop loyalty to your faction. If you don't control the rest of England, temporarily take any ships you have out of regions bordering Scotland also.

The first things you want to try are raising taxes and removing troops (ALL of them, leave the province totally empty-- remove spies also), because those are nondestructive. Then you can try removing the governor (you can give the title back easily anyway). Destroy buildings only if you are desperate and Scotland won't rebel from the above.
don't keep 100 troops.
keeping 100 troops there might guard against bandits and to get Wallays, you want all the possible gamut of rebellions you can find

hmm, havent seen robin hood in mercia before, but it's in 1191 i think, and in current campaign i control this province already, and coming up on 1191, so methinks i might give it a shot and see if it rebels...well, let u know how it goes...
i'd love to see the chap myself...

The Robin Hood rebellion happens most of the times. It doesn't happen when I play but it does when the CPU is England.
