This is more of a historical accuracy queastion, but I've been doing alot looking into this, and have found that Halbediers came about in the 1300's, so of course I moded my game to this and found that I also needed to move billmen into a later time, now everything is off balance, is there a way to mad so that halbediers and billmen can come along in the late 1200's or is this a hopeless venture?

If you make their building requirements high, and work out exactly how long it will take you to build those buildings you can introduce a minimum year limit. Or even make a new building, only available with gunpowder that produces halbardiers. Add the restriction in the buildprod and your unit will only be buildable after the late 12 hundreds.
