When playing MTw, one of my concerns with sieges was that if the real city was on the cost it wouldn't matter, even if the besieged had naval supremacy. I was also bothered that the assualts were against inland forts, not cities. Now, I know that the assualts will be against cities, but will the problem of straving even though the defenders have open seas be solved? Also, the defender should be able to bring in reinforcements by sea, which I know happen often in reality. Then again maybe I'm expecting too much.

Well, I understand what you are saying and I agree. But in the screenshots, it looked (to me at least) that some of the cities were connected to a separate dock. I don't know if this is true or not, or if it affects this issue. But if the dock is separate from the city, then could an invading army might cut off the city from the dock?
I really don't know for sure. Maybe someone from CA could "enlighten" us.

That raisees an interesting question:can we build long walls to like cities with their ports?

Most of the Roman and Greek era cities had seperate secure docks which were not attached to the city proper.Athens was forced to build a corridor consisting of two walls to its port whose name i cannot remember right now(think it was Piraeus) during the Peloponessian war.Romes port was situated FIFTHEEN miles away and was called Ostia.
In effect so Rome could not bring in reinforcements by sea directly to the city. However what happens when we lay siege to the ports(or can we) ~
Well it appears you can have armies do blocks so you could put a small garrison by the docks and they either need to take valuable time taking out this position or land further down the coast to have an uninterupted path

Docks in provinces have a separate location from the main settlement. They can be blockaded by naval forces, thus neatly cutting off any trade income that they generate.
