There are two types of Admirals in the game btw.

One is a title gained from building an admiralty

The other is what you get when you build a ship.

However you cannot give the Admiral title to an admiral, quite funny really, and admirals gain stars the same way as any other general, by fighting battles and ofcourse the starting stars which often lies somewhere between zero and three.

How can obtain admirals?

Depends on the rank of your king and his influence. The higher his influence, the the likelier chance you will get admirals with stars approximately half of that of his king, though 3 seems to be the max.

Alternative is for you to train your own. Take a whole stack of ships and attack lone enemy ships to guarantee victory. Trained a couple of rank 4 admirals like that recently.
