Region resources

Can anyone help me out re regional resources. Are these hardcoded ie restricted to the six listed in the VI startpos or can they be added to. I have tried to do this without success . Ie add pottery clay, horses , sheep (I want them as resources not trade goods) So, can this be done or not?

ok thanks. Wonder if it can be spoofed into thinking the resources are something else.. hmmm???
